How property tax works in New York

New York’s average effective property tax rate is 1.36% of a home’s market value — ranking #15 of 51 states (including D.C.), from highest to lowest. That average masks real county-by-county variation, but it’s the right starting point for budgeting what homeownership actually costs.

Why the statewide average barely applies in New York

New York’s statewide average effective rate is a genuinely misleading number for most New Yorkers, because the state contains two very different property tax systems. Upstate metro areas like Buffalo and Rochester routinely see effective rates of 2.5%–3% or higher — among the steepest in the country. New York City, meanwhile, taxes owner-occupied 1-3 family homes (Class 1) at an effective rate closer to 0.9%–1.2%, despite having the highest home values in the state.

The reason is structural, not a fluke: NYC assesses Class 1 properties at only 6% of market value and caps how fast that assessed value can rise (6% a year, 20% over five years), so even a nominal tax rate of roughly 20% ends up as a low effective rate against the home’s real market value. If you own or are shopping for a home in New York, which side of that NYC/upstate line you’re on matters far more than the statewide average — treat the number above as a rough starting point, not a substitute for your specific county’s rate.

Worked example

A $550,000 home in New York — a realistic figure for the state’s current median — comes out to $7,480 a year in property tax at the state average rate, or about $623 a month if it’s escrowed into a mortgage payment.
