New York's 4% statewide base sales tax rate is actually one of the lower state-level base rates in the country. What makes New York distinctive is how much the effective rate can grow once city and district taxes are layered on top, especially in New York City.
A low state rate, a high NYC combined rate
In New York City specifically, the state's 4% combines with the city's own 4.5% sales tax and an additional 0.375% surcharge for the Metropolitan Commuter Transportation District, adding up to 8.875% — one of the higher combined big-city sales tax rates in the country, despite the state's comparatively modest 4% floor.
Worked example
